Eligibility

The School Governance (Constitution) (England) Regulations 2003 state that a “parent governor” is:

  • a person who is elected as a governor by parents of registered pupils at the school and who is himself such a parent at the time when he is elected or
  • a person appointed as a parent governor.

Section 114 of the Education Act 1994, as amended by the Children Act 1989 extends the definition of “parent” as follows:

“Parent, in relation to any child or young person, includes any person:-

  • who has parental responsibility for him/her, or
  • who has care of him/her.”

Parental responsibility has a particular meaning in law and any queries about the eligibility of any person to participate in parent governor elections should be addressed to the School Governance Unit at Ealing’s Education Department.

Anyone who is a parent of a registered student at the school and who is not disqualified from holding office is eligible to stand for election as parent governor. A person is disqualified from election or appointment as a parent governor of a school if they are an elected member of the LA or if they are in full time work at the school for more than 500 hours (ie for more than one-third of the hours of a full time equivalent) in a school year (at the time of election or appointment).
